Government ministers were warned by election officials before the local elections that a postal voting scandal was looming. Hackney Council's Chief Executive Max Caller wrote to Nick Raynsford on behalf of the Society of Local Authority Chief Executives: "The current position runs the risk of the whole electoral process being discredited."
